Mendagri : Kepala Daerah yang Hambat Pencairan Dana Pilkada Terancam Sanksi

Menteri Dalam Negeri (Mendagri) Tito Karnavian memberi peringatan keras kepada kepala daerah yang menjadi peserta Pilkada serentak 2020 di Papua.

Ia mengancam bakal memberi sanksi tegas bagi pimpinan daerah yang menghambat pencairan dana Pilkada. 

Sanksi dimaksud adalah pemberhentian sementara sebagaimana diatur dalam UU Nomor 23 Tahun 2014 tentang Pemerintah Daerah.

“Kalau ada hambatan disana (dalam pencairan dana Pilkada dari kepala daerah ke KPU) saya tidak segan-segan beri sanksi sesuai UU 23 Tahun 2014 tentang pemerintah daerah”. 

“Pilkada program strategis nasional. Sehingga kalau tidak dijalankan kepala daerah maka Mendagri atas nama Presiden bisa beri sanksi,” tegas Mendagri Tito, menyikapi pencairan dana Pilkada yang terkesan lamban dari kepala daerah kepada KPU, dalam keterangan pers, Jumat (10/7/2020) di Jayapura.

Kunjungan kerja Mendagri di Jayapura, Papua, dalam urusan menghadiri rapat koordinasi kesiapan Pilkada serentak 11 kabupaten tahun 2020.

Tito pada kesempatan itu juga meminta KPU Provinsi Papua turun ke kabupaten melakukan supervisi dan bila perlu mengambil alih tahapan Pilkada, apabila terjadi hambatan-hambatan.

Disamping itu, Mendagri juga meminta pimpinan daerah tingkat provinsi bersama Forkompinda untuk melakukan mediasi sekaligus mendorong kepala daerah untuk segera menuntaskan pencairan dana Pilkada, agar tahapan Pilkada segera bergulir sebagaimana mestinya. 

“Tetapi nanti saya juga melalui Dirjen Otonomi Daerah (Otda) Kemendagri akan melakukan komunikasi dengan kepala daerah untuk segera mencairkan anggaran. Yang penting KPU bisa segera jalan melakukan pentahapan,” ujar dia. 

Sementara bagi daerah yang memiliki ruang fiskal sulit seperti Kabupaten Yahukimo, Mendagri menyarankan agar diserahkan secara bertahap.  

“Untuk masalah pencairan dana Pilkada bagi Kabupaten Yahukimo, ruang fiskal mereka sulit. Sehingga pencairan anggaran pentahapan pencocokan dan penelitian di minggu depan tidak bisa cair”. 

“Tapi mungkin bisa dilakukan pencairan dulu bertahap. Bupati beri sebagian setelah itu bulan depan ada dana DAU dari pusat, bisa disisihkan untuk realisasi tahapan berikutnya,” pinta ia.

He threatened to give strict sanctions to the district leadership that prevented the disbursement of regional elections.

Sanctions are a temporary termination as stipulated in LAW No. 23 of 2014 concerning local governments.

"If there is a barrier there (in disbursement of regional elections from the head of the region to the General Election Commissions) I do not hesitate to give sanctions according to LAW 23 years 2014 about the local government".

Tito  also asked the General Election Commissions of Papua province to drop into the district supervision and if it is necessary to take over the electoral phase, if there are obstacles.

In addition, The Minister of Home Affairs also asked the provincial leadership with Regional Leaders Communication Forum to mediate while pushing the regional head to immediately complete the disbursement of the electoral funds, so that the stage of the elections immediately rolled as it should.

"But later on I also through the Directorate General of Regional Autonomy (OTDA) The Minister of Home Affairs will communicate with the regional head to quickly melt the budget. The important General Election Commissions can be immediately the way of phasing, "he said.

While for areas that have a difficult fiscal space such as Yahukimo Regency, The Minister of Home Affairs suggests that it be handed over gradually. 

"For the issue of disbursement of elections for Yahukimo Regency, their fiscal space is difficult. So that the disbursement of budget-phasing matching and research cannot be disbursed ".

"But it could be done in the first gradual disbursement. Regents give some after that next month there is DAU fund from the center, which can be set aside for the realization of the next stage, "he said.
