Musa'ad : UU Otsus Sudah Usang Perlu Segera Direvisi Musa’ad: The Special Autonomy Constitution Is Outdated Needing to Be Revised Immediately
Pemerintah Provinsi Papua berharap UU Nomor 21 Tahun 2001 tentang Otonomi Khusus (Otsus) dapat segera direvisi oleh Jakarta, guna memaksimalkan pelaksanaan pembangunan dan kemasyarakatan di Bumi Cenderawasih. The Papua provincial government expects Law No. 21 of 2001 on special Autonomy (Otsus) can be promptly revised by Jakarta, in order to maximize the implementation of development and community in Papua.
Pemerintah Provinsi Papua berharap UU Nomor 21 Tahun 2001 tentang Otonomi Khusus (Otsus) dapat segera direvisi oleh Jakarta, guna memaksimalkan pelaksanaan pembangunan dan kemasyarakatan di Bumi Cenderawasih.
Hal itu disampaikan Asisten Bidang Perekonomian dan Kesejahteraan Rakyat Sekda Papua, Muhammad Musa’ad di Jayapura, Rabu (29/7/2020).
Menurut dia, dinamika perkembangan dan kebutuhan masyarakat Papua saat ini terlihat berjalan lamban dengan kewenangan-kewenangan yang diberikan dalam UU Otsus.
Sehingga bila tak segera direvisi maka perubahan pembangunan dan kemasyarakatan di Papua akan berjalan lamban.
“UU Otsus itu ada sejak 2001. Sekarang sudah 2020 atau sudah berjalan 20 tahun. Artinya UU (Otsus) ini sudah usang dan tidak lagi mampu merespon dinamika sosial potitik kemasyarakatan di Papua”.
“Sehingga kalau UU Otsus ini sudah tidak lagi mampu mengakomodasi aspirasi dan kepentingan masarakat Papua berarti harus direvisi supaya bisa memberikan hasil yang maksimal,” ucap ia.
Dengan demikian bilamana ada wacana untuk merevisi UU Otsus, Musa’ad mengharapkan dukungan penuh masyarakat terkait wacana merevisi UU Otsus, demi kepentingan semua umat yang ada diatas tanah Papua.
“Karena Otsus itu adalah manajemen pengelolaan pemerintahan. Jadi tidak ada kaitannya dengan aspek lain”.
“Maksudnya, kita tidak bicara aspek lain. Tapi hanya pada konteks manajemennya. Bagaimana kita kelola pemerintahan dengan baik dan jujur saja saat ini UU Otsus itu sangat penting dalam pengelolaan pemerintahan di Papua,” bukannya.

Thus when there is a discourse to revise The Special Autonomy Constitution, Musa'ad expects the full support of the community regarding the discourse revising the The Special Autonomy Constitution, in the interest of all people who are on the land of Papua.
"The Special Autonomy is management of governance. So there is nothing to do with other aspects. "
"That is, we do not talk about other aspects but only in the context of management. How we manage the government well and honestly at this time of the Special Autonomy is very important in the management of government in Papua, "he opened.
