Tim Akademisi Uncen Jayapura Serahkan Hasil Kajian Draft UU Otsus

Tim Akademisi Universitas Cenderawasih (Uncen) Jayapura, menyerahkan hasil kajian Draft UU Otsus kepada Gubernur Papua Lukas Enembe, Rabu (16/9/2020), di Jayapura.

Hasil kajian itu memuat tiga komponen yang kemudian bakal menjadi draft UU Otsus untuk di dorong kepada pemerintah pusat. 

Tiga komponen itu, yakni mengenai evaluasi UU Otsus itu sendiri, masalah pemekaran wilayah serta pembentukan Komisi Kebenaran dan Rekonsiliasi (KKR). 

Gubernur Papua Lukas Enembe mengatakan telah menginstruksikan staf guna mempelajari hasil kajian tersebut, untuk selanjutnya dirumuskan serta didorong kepada pemerintah pusat.

“Tim akademisi dari Uncen dipimpin oleh Pembantu Rektor III sudah menyerahkan hasil kajian UU Otsus”.

 “Kita akan segera membahas dengan staf, kita pelajari lagi, kemudian kita akan rumuskan dan akan dilanjutkan ke Jakarta,” terang Lukas diruang kerjanya. 

Lukas sebenarnya mengaku kecewa dan tak lagi mau mendorong perpanjangan UU Otsus. Sebab pada 2015 lalu, ia ditolak Pemprov Papua saat mendorong UU Otsus Plus. Ia tahu UU Otsus yang akan berakhir pada 2021 bakal memicu persoalan.

Kendati demikian selaku pimpinan daerah ia tak sampai hati melihat warganya menjadi korban akibat adanya suara dan aspirasi minta merdeka dari pihak tertentu. 

Dengan demikian, dia mendorong adanya solusi terbaik bagi warga Bumi Cenderawasih melalui perpanjangan UU Otsus yang sementara didorong oleh pemerintah pusat.

Tim Pengkaji UU Otsus Papua Dr. Basir Rohrohmana selaku Dosen Fakultas Hukum Uncen Jayapura berharap draft kajian yang disampaikan dapat membantu gubernur dan jajaran dalam mendorong perpanjangan regulasi tersebut ke pusat. 

Kendati demikian, revisi UU Otsus yang dilakukan Jakarta diharapkan melibatkan para pihak terkait di Papua. 

“Contoh kalau ada pemekaran kita harap melibatkan pihak terkait disini,” harap dia.

The Academic Team of Cenderawasih University (Uncen) Jayapura, submitted the results of the study of the Draft Special Autonomy Law to Papua Governor Lukas Enembe, Wednesday (16/9/2020), in Jayapura.

The results of the study contain three components that will be a draft of the Special Autonomy Law to be pushed to the central government.

The three components are about the evaluation of the Special Autonomy Law itself, the issue of territorial expansion and the establishment of the Truth and Reconciliation Commission.

Papua Governor Lukas Enembe said he had instructed staff to study the results of the study, to be further formulated and encouraged to the central government. 

"The team of academics from Uncen led by Assistant Rector III has submitted the results of the review of Special Autonomy Law".

"We will discuss with the staff immediately, we will learn, then we will formulate and will continue to Jakarta," explained Lukas in his office. 

Lukas actually admitted to being disappointed and no longer wanted to push for the extension of the Special Autonomy Act. In 2015, he was rejected by the Papua Provincial Government when pushing the Special Autonomy Act. He knew the Special Autonomy Act, which would expire in 2021, would trigger problems.

Nevertheless, as a regional leader he did not see his citizens as victims due to the voice and aspirations of asking for independence from certain parties.

Thus, he encouraged the best solution for the citizens of Papua through the extension of the Special Autonomy Law which is temporarily encouraged by the central government.

Special Autonomy Papua Law Review Team Dr. Basir Rohrohmana as Lecturer of Faculty of Law Uncen Jayapura hopes the draft study submitted can help the governor and the board in pushing for the extension of the regulation to the center. 

Nevertheless, the revision of the Special Autonomy Law conducted by Jakarta is expected to involve the relevant parties in Papua.

"For example, if there is an expansion we hope to involve the relevant parties here," he said.
