Investasi Hydropower di Mamberamo Raya Berpotensi Hasilkan 20 Gigawat Energi Listrik

Kemenko Bidang Kemaritiman dan Investasi RI bekerja sama dengan Pemprov Papua saat ini tengah mendorong investasi hydropower di Kabupaten Mamberamo Raya. 

Jika terwujud, investasi oleh Perusahaan Fortescue Metals Group (FMG) asal Australia tersebut, maka nilai investasi yang digelontarkan bakal mencapai Rp50 triliun.  

“Sebab ditargetkan pengembangan hydropower di Kabupaten Mamberamo Raya bakal menghasilkan energi listrik 20 gigawatt atau 20 ribu megawatt,” terang Kepala Dinas Energi dan Sumber Daya Mineral (ESDM) Provinsi Papua, Fred James Boray, di Jayapura, Senin (12/10/2020).

Tak hanya itu, nilai positif yang didapat dari kerja sama tersebut adalah hadirnya Pendapatan Asli Daerah (PAD) baru bagi Provinsi Papua. 

Belum lagi industri yang terbangun di sekitar kawasan hydropower, bakal membuka perekonomian atau memicu multi player efek di tingkat masyarakat bawah.

“Yang pasti kalau investasi ini terwujud, kedepan kita PAD-nya tidak hanya bergantung ke Freeport”.

“Sebab yang diolah nanti di hydropower ini juga tambang. Kan biji besi yang difungsikan untuk hydropower. Ujung-ujugnya tambang juga. Dan ini tentunya investasi baru yang masuk ke Papua,” kata ia.

Kendati demikian, sambung dia, rencana investasi tersebut bergantung kepada pemerintah pusat dan pihak FMG. Sebab Pemprov Papua pada prinsipnya sebagai pihak yang membantu menyiapkan sejumlah persyaratan yang dibutuhkan.

“Sebab dalam pertemuan hari ini antara Kemenko Maritim, Pemprov Papua, Pemkab Mamberamo Raya dan FMG cuma bagaimana supaya koordinasi untuk nanti bisa turun ke lokasi melakukan pengambilan data atau pengukuran debit air sungai dan lainnya”.

“Memang kegiatan ini sudah dapat rekomendasi dari gubernur dan bupati untuk masuk. Namun kami di Papua sifatnya menunggu. Tinggal dari pihak kementerian yang bergerak lebih jauh, lalu kita siapkan data pendukung disini supaya prosesnya bisa rampung untuk penerbitan ijin,” tandasnya.

The Ministry of Maritime Affairs and Investment in Indonesia in cooperation with the Papua Provincial Government is currently encouraging hydropower investment in Mamberamo Raya Regency.

If realized, the investment by Fortescue Metals Group (FMG) from Australia, then the investment value will reach 50 trillion IDR. 

"Because of the targeted development of hydropower in Mamberamo Raya Regency will produce 20 GigaWatts of electricity or 20 thousand MegaWatts," explained the Head of The Office of Energy and Mineral Resources of Papua Province, Fred James Boray, in Jayapura, Monday (12/10/2020).

Not only that, the positive value obtained from the cooperation is the presence of a new Regional Indigenous Income (PAD) for the Papua Province.

The industry that is built around the hydropower area will open up the economy or trigger multiplayer effects at the lower community level.

"Certainly if this investment materializes, our future PAD is not only dependent on Freeport".

“Because what is processed in this hydropower is mine, the iron ore that is used for hydropower is mine too. And this is a new investment coming into Papua,," he said.

Nevertheless, he continued, the investment plan depends on the central government and FMG. Because the Papua Provincial Government is in principle as a party that helps prepare a number of requirements needed.

"In a meeting between the Ministry of Maritime Affairs, the Papua Provincial Government, the Government of Mamberamo Raya and FMG  coordinate to get down to the location of data retrieval or measurement of river water discharge and others".

"Indeed this activity has got recommendations from governors and regents to enter. But we are waiting, the ministry that moves further, then we prepare supporting data here so that the process can be completed for the issuance of permits," he said.
