Data Perbaikan Tenaga Honorer Papua Diserahkan ke Menpan RB Data on Improvement of Papuan Honorary Employee Submitted to Menpan RB
Data perbaikan pengangkatan tenaga honorer tahun 2020, dipastikan sudah di tangan Menteri Pemberdayaan Aparatur Negara dan Reformasi Birokrasi (Menpan RB). Data on the improvement of the appointment of honorary personnel in 2020 is confirmed to be in the hands of the Minister of State Apparatus Empowerment and Bureaucracy Reform.
Data perbaikan pengangkatan tenaga honorer tahun 2020, dipastikan sudah di tangan Menteri Pemberdayaan Aparatur Negara dan Reformasi Birokrasi (Menpan RB).
Kini, pengangkatan 20 ribu tenaga honorer di Bumi Cenderawasih, tinggal menghitung waktu. Para tenaga honorer diminta untuk bersabar menunggu pengangkatan.
“Data perbaikan tenaga honorer Papua sudah diserahkan ke Menpan RB, pada Selasa 26 Januari 2021. Data juga sudah masuk ke Badan Kepegawaian Negara (BKN)”.
“Selanjutnya, tinggal menunggu jawaban dari Menpan RB dan BKN,” terang Kepala Badan Kepegawaian Daerah (BKD) Papua Nicolaus Wenda di Jayapura, Kamis (28/1/2021).
Menurut Nicolaus, saat ini yang menjadi permasalahan adalah data perbaikan tenaga honorer yang jumlahnya kian “membengkak”, sementara kuota yang diberikan pusat hanya sebanyak 20 ribu formasi.
Dimana dari data perbaikan, ada sekitar 64 ribu lebih data tenaga honorer yang diusulkan pemerintah provinsi serta kabupaten dan kota.
“Khusus untuk provinsi saja ada sekitar 8 ribu honorer yang diusulkan. Lalu ditambah usulan dari 26 Kabupaten/Kota di Papua. Sementara tiga daerah lainnya yakni Kabupaten Puncak Jaya, Lanny Jaya dan Mamberamo Tengah belum memasukan”.
“Kalau ditanya kenapa meningkat kami tidak tahu pasti. Sementara untuk tiga kabupaten yang belum menyampaikan usulan sudah mencoba menghubungi tapi tidak ada jawaban. Sehingga nanti seperti apa nasib honorer di tiga daerah itu, menjadi urusan pemerintah setempat,” tegas ia.
Sementara ditanya apakah bakal ada penambahan kuota berkaitan dengan data perbaikan yang mengalami penambahan, ia katakan hal itu bergantung pada kebijakan pemerintah pusat.
“Sebab nanti kalau mereka sudah diangkat tentu berimplikasi pada masalah mengenai penggajiannya. Artinya apakah akan ada penerimaan honorer lagi, itu kembali kepada pemerintah”.
“Intinya kalau pengganjianya ditangani pemerintah pusat saya pikir tidak masalah. Namun kalau gaji mereka menjadi tanggung jawab pemerintah daerah, maka itu yang menjadi kesulitan,” tandas ia.

According to Nicolaus, currently the problem is the data on the improvement of honorary employees whose numbers are increasingly "bloated", while the quota given by the center is only as many as 20 thousand formations.
Where from the repair data, there are about 64 thousand more honorary employee data proposed by the provincial government as well as districts and cities.
"Especially for the province, there are about 8 thousand honorees proposed. Then added proposals from 26 regencies / cities in Papua. While the other three areas namely Puncak Jaya Regency, Lanny Jaya and Mamberamo Tengah have not entered".
"When asked why it escalated we do not know for sure. As for the three districts that have not submitted proposals have tried to contact but there is no answer. So that later what will be the fate of the honorary in the three areas, become the affairs of the local government," he said.
While asked if there would be additional quotas related to the improvement data that has been added, he said it depends on the policies of the central government.
"If they have been appointed certainly has an implication on the issue of payroll. It means whether there will be any more honorary admissions, it is back to the government".
"The point is that if the administration is handled by the central government I think it doesn't matter. But if their salaries become the responsibility of the local government, then that is the difficulty," he said.
