Recofusing Anggaran Pemprov Papua Masih Terus Berjalan

Kepala Badan Perencanaan dan Pembangunan Daerah (Bappeda) Provinsi Papua Yohanis Walilo memastikan proses recofusing atau perubahan kebijakan anggaran 2020, masih terus berjalan sebagai imbas dari adanya pandemi virus corona atau Covid-19.

Recofusing juga ditujukan untuk menitik beratkan penganggaran untuk penanganan Covid-19 di bumi cenderawasih yang sampai saat ini masih meningkat signifikan.

“Sampai saat ini kita perlu sampaikan bahwa proses refocusing anggaran masih berjalan. Ini jelas karena pandemi Covid juga masih terus terjadi,” terang dia di Jayapura, Selasa.

Menurut dia, sebagian anggaran penanganan Covid-19 dari provinsi, diserahkan ke kabupaten dan kota. Hal itu karena kabupaten dan kota merupakan yang paling terdampak dari paparan virus corona.

Dimana Pemprov Papua sudah membantu pendanaan bagi rumah sakit serta penyediaan fasilitas kesehatan di seluruh kabupaten dan kota.

“Intinya aktifitas penanganan Covid-19 ini masih terus dilakukan sehingga jika kabupaten atau kota melakukan permohonan serta perlu difasilitasi, maka tim anggaran bersama tim Covid akan rapat. Setelah ada petunjuk dari pimpinan, baru dibantu untuk ditindaklanjuti,” ucap dia.

Dalam penanganan Covid-19, Pemprov Papua sebelumnya telah menganggarkan Rp77 miliar dari APBD Pemprov Papua 2020 untuk diberikan kepada 29 pemerintah kabupaten/kota masing-masing senilai Rp2 miliar.

Angaran itu dialokasikan kepada lima rumah sakit rujukan di Nabire, Timika, Wamena, Merauke dan Biak dengan nilai masing-masing Rp5 miliar.

Pemprov Papua juga menyerahkan bantuan masing-masing Rp50 juta bagi 17 asrama mahasiswa yang ada di luar bumi cenderawasih.

Selain dukungan anggaran, turut diserahkan bantuan paket bahan makanan bagi 17 ribu warga terdampak Covid. Dimana seluruh bantuan itu diserahkan lewat dinas sosial serta dinas perindustrian dan perdagangan Papua.

Refocusing is also aimed to improve the budgeting for the handling of Covid-19 on the land of Cenderawasih which still increases significantly until now.

"Until now, we need to convey that the process of refocusing the budget is still running. This is obvious because Covid's pandemic is also still going on, "he explained in Jayapura on Tuesday.

According to him, a portion of the budget handling of Covid-19 from the province was handed over to districts and cities. It is because counties and cities are the most affected by Coronavirus exposure.

Papua provincial government has assisted financing for hospitals and the provision of health facilities in all districts and cities.

"The point of handling of Covid-19 is still continuing so if the district or city does the application and needs to be facilitated, then the budget team with the Covid team will hold a meeting.  There is a hint from the leader that newly assisted to follow up, "said him.

In the handling of Covid-19, Papua's previous provincial government has budgeted IDR 77 billion from the provincial budget of Papua 2020. It will be given to 29 district/city governments respectively worth IDR 2 billion.

The budgeting was allocated to five referral hospitals in Nabire, Timika, Wamena, Merauke and Biak with a value of IDR 5 billion each of them.

Papua provincial government also handed over IDR 50 million for assistance of 17 student dormitories out of Papua

In addition to the budget support, the foodstuffs package will be given for 17 thousand people impacted by Covid. All of the assistance was handed over to the Department of Social Welfare and the Department of Industry and Trade of Papua.
