Tuntutan Ganti Rugi Lahan Transmigrasi, Pemprov Papua Minta Petunjuk Mendagri

Pemerintah Provinsi Papua pada pekan depan diwacanakan menemui Mendagri Tito Karnavian guna meminta petujuk dan arahan terkait langkah penyelesaian tuntutan masyarakat adat atas lahan transmigrasi di besum Kampung Karya Bumi, Distrik Namlong, Kabupaten Jayapura. 

Dimana luas lahan yang menjadi tuntutan biaya ganti rugi oleh masyarakat adat setempat yakni sekitar 300 hektar lebih. 

Kendati demikian, tim dari Pemprov Papua tak sendiri saat menemui Mendagri. Disepakati, dalam pertemuan itu bakal hadiri perwakilan Pemerintah Kabupaten Jayapura maupun masyarakat adat di empat Distrik yakni Namblong, Nimbokrang, Kemtuk dan Kemtuk Gresi. 

Hal ini sebagaimana keputusan dalam pertemuan antara Penjabat Sekda Papua, Doren Wakerkwa bersama Bupati Jayapura Mathius Awoitauw dan perwakilan masyarakat adat dari empat Distrik di Sasana Karya Kantor Gubernur Papua, Kota Jayapura, Jumat (20/11/2020). 

“Nantinya tim akan melaporkan persoalan tersebut ke Mendagri untuk meminta petunjuk dan arahan terkait langkah-langkah penyelesaian pembayaran biaya ganti rugi lahan transmigrasi di Besum, sebagaimana tuntutan masyarakat adat”. 

“Sebab gubernur atau bupati jayapura tidak bisa membayar. Karena ini terkait dengan aset. Apalagi tanah itu kan diduduki oleh transmigran yang ditempatkan oleh Pemerintah Pusat pada tahun 70-an. Semoga ada titik terang saat menemui Mendagri,” harap Doren.

Sementara Bupati Jayapura, Mathius Awoitauw, menilai program transmigrasi merupakan ranah nasional. Oleh karenanya, dia berharap Pemerintah Pusat bertanggungjawab menyelesaikan persoalan tuntutan ganti rugi tanah yang kini digunakan oleh warga transmigran. 

“Harapannya Pemerintah Pusat bisa menyelesaikan masalah ini tidak terlalu lama. Karena dari pertemuan ini disepakati tidak ada lagi pemalangan lagi dari masyarakat adat setempat,” harapnya

Ketua Tim penyelesaian sekaligus perwakilan dari masyarakat adat, Bernadus Sanggrawai ada kepastian pembayaran ganti rugi tanah dalam pertemuan dengan Mendagri.

The Papua Provincial Government asked to meet Minister of Home Affairs Tito Karnavian next week to request guidance and direction regarding the settlement of indigenous claims on transmigration land in Kampung Karya Bumi, Namlong District, Jayapura Regency.

The area of land that is demanded for compensation by the local indigenous people is about 300 hectares more.

Nevertheless, the team from the Papua Provincial Government was not alone when meeting the Minister of Home Affairs. It was agreed that the meeting will be attended by representatives of Jayapura regency government and indigenous people in four districts namely Namblong, Nimbokrang, Kemtuk and Kemtuk Gresi.

This was as the decision was made in a meeting between the Acting Secretary of Papua, Doren Wakerkwa with Jayapura Regent Mathius Awoitauw and indigenous representatives from the four Districts in Sasana Karya Papua Governor's Office, Jayapura City, Friday (11/20/2020).

"Later, the team will report the matter to the Ministry of Home Affairs to ask for guidance and guidance on the measures to settle the payment of transmigration land compensation costs in Besum, as well as the demands of indigenous peoples". 

"Because the governor or regent of Jayapura cannot pay. It's related to assets. Moreover, the land was occupied by transmigrates stationed by the Central Government in the 70s. Hopefully there will be a bright spot when we meet the Minister of Home Affairs," Doren hoped.

Meanwhile, the Regent of Jayapura, Mathius Awoitauw, considers the transmigration program to be a national domain. Therefore, he hopes the Central Government is responsible for resolving the issue of land compensation claims now used by transmigrants.

"Hopefully the Central Government can solve this problem not too long. Because from this meeting it was agreed that there is no more reliance from the local indigenous people," he hoped

The head of the settlement team as well as representatives of the indigenous people, Bernadus Sanggrawai there is certainty of land compensation payment in a meeting with the Minister of Home Affairs.
