JAYAPURA — The Papua provincial government has urged regency and city administrations to align their development proposals with the five priorities set by the Papua Provincial Government for 2026. This alignment is essential to ensure that development planning remains coherent and efficient amid limited regional fiscal capacity.
This directive was delivered by Acting Regional Secretary of Papua, Suzana Wanggai, during the opening of the Regional Government Work Plan and Papua Special Autonomy Development Planning Forum held in Jayapura on Tuesday (April 29, 2025).
According to Suzana, the Development Planning Forum of Regional Government Work Plan this year carries the theme of accelerating the development of an inclusive economic structure through the advancement of regional superior potentials. This theme is broken down into five key development priorities.
“These are: improving the quality and equity of human resources, fostering inclusive economic growth, accelerating infrastructure development, enhancing security and public order, and improving governance and public services,” Suzana stated.
She emphasized that these five priorities must serve as the main reference for all regency and city governments when preparing and proposing their programs during the provincial Development Planning Forum.
Suzana added that the Development Planning Forum is not merely a platform for gathering proposals but a forum to formulate programs that are well-directed, realistic, and impactful for the community, especially for Indigenous Papuans.
“Planning must be selective and consider the increasingly limited regional financial condition following the establishment of new autonomous regions,” she concluded. ***
