JAYAPURA – The Papua Provincial Government continues to strengthen the competencies of civil servants in public procurement to promote professional, transparent, and accountable governance.

This commitment was demonstrated through the Level 1 Public Procurement Technical Training, officially opened by Papua Deputy Governor Aryoko A.F. Rumaropen at the Papua Provincial Human Resources Development Agency Hall on Monday (July 27, 2026).

Aryoko stated that public procurement plays a strategic role in supporting public services and accelerating regional development. Therefore, every procurement process must be managed professionally and deliver tangible benefits to the community.

"Every rupiah spent through public procurement must generate the greatest possible benefit for the people. Therefore, officials involved in procurement are expected to possess the necessary competencies, integrity, professionalism, and the ability to keep pace with evolving regulations and technological developments," Aryoko said.

He explained that the training is intended to improve participants' understanding of procurement regulations, strengthen their capabilities in procurement planning and contract management, and enhance oversight and risk mitigation so that every procurement process is carried out effectively, efficiently, and in accordance with the principles of good governance.

Aryoko added that improving the quality of human resources is part of implementing the Papua CERAH vision, which aims to build a responsive, professional, and high-integrity government. Challenges in the procurement sector—including potential conflicts of interest, regulatory changes, and limited institutional capacity—must be addressed through continuous competency development.

"We hope that all participants will actively engage in every training session, broaden their knowledge, and learn from the experience of the resource persons and facilitators better to perform their duties in their respective government agencies," he said.

The Papua Provincial Government also expressed its appreciation to the National Public Procurement Agency of the Republic of Indonesia, the resource persons, facilitators, and organizing committee for their support in conducting the training. Through this program, the government expects more civil servants to acquire expertise in public procurement, enabling them to contribute to quality development and improved public services across Papua. ***
