State Civil Apparatus (ASN) within the Papua Province government is encouraged to work hard to support the development of functional positions. To be in line with the spirit of the ASN Law that encourages the professionalism and stages of the State Medium Term Development Plan (RPJMN) 2015-2019, to SMART ASN with global perspective, mastering digital information technology and foreign languages.

This was conveyed by Papua Governor Lukas Enembe in a written speech read by Assistant for Economic Affairs and Welfare of Papua Secretary Elia Loupatty on the Socialization of Functional Position of PUPR Field in Jayapura on Wednesday (26/4).

He said the Papua provincial government is currently also trying to encourage ASN for a career through functional positions. Because the toughest challenge for Papua today, is to build more ASN career awareness to be open through functional rather than structural positions.

"Although the formation is relatively limited and static," he explained.

This ultimately makes most employees less willing to become functional officials and prefer to be implementers who develop career and competence to support organizational performance.
