Ia meminta seluruh kepala organisasi perangkat daerah memperhatikan kedisiplinan pegawai masing-masing.
JAYAPURA – The Papua Provincial Government is reviewing its mechanism for monitoring the attendance of civil servants within regional government agencies. The review follows findings that some employee attendance patterns do not reflect the fulfillment of official duties during working hours.
Acting Papua Provincial Secretary Christian Sohilait said government officials had found employees who came to work in the morning to record their attendance and then returned in the afternoon to clock out. The practice has raised concerns because employees’ physical presence is not necessarily accompanied by the performance of official duties during working hours.
Christian made the statement while leading a joint morning assembly at the Papua Governor’s Office courtyard on Monday (September 14, 2026).
“There are employees who come early in the morning to record their attendance and then return in the afternoon to record it again,” Christian said.
He called on all heads of regional government agencies to pay close attention to the discipline of their respective employees. Attendance monitoring, he said, must ensure that working hours are used to carry out official duties.
The Papua Provincial Government will also discuss the attendance monitoring mechanism with all regional government agencies. The measure is intended to ensure that the attendance system does not merely record employees’ arrival and departure times, but also supports civil servant work discipline.
“We need to establish a mechanism to prevent employees from coming in the morning, leaving during the day, and then returning in the afternoon simply to record their attendance before going home,” he said.
Christian said such practices could disrupt the implementation of government duties if they occurred on a large scale. Therefore, heads of regional government agencies were asked to strengthen supervision within their respective areas of authority.
In addition to attendance discipline, Christian reminded civil servants to maintain proper ethics in using social media. He urged employees not to use social media to attack their superiors or spread unverified information.
“We need to learn to respect our leaders and one another as part of our work. We must protect one another,” he said.
Christian also urged civil servants not to immediately disseminate information before its accuracy has been verified. He encouraged employees to resolve issues through communication and coordination within their respective workplaces.
The attendance monitoring and discipline-building measures are part of the Papua Provincial Government’s efforts to create a more orderly working environment. Christian expressed hope that civil servants would use working hours responsibly to support effective government services. ***
