BPSDM Papua Gandeng Uncen Kaji SDM Kesehatan BPSDM Papua Collaborates with Uncen to Review Health Human Resources
Pemerintah Provinsi Papua melalui Badan Pengembangan Sumber Daya Manusia (BPSDM) bekerjasama dengan Universitas Cenderawasih (Uncen), Selasa siang (6/7/2021) menggelar Seminar Pendahuluan Perencanaan Kebutuhan Beasiswa Affirmasi Bidang Kesehatan di Hotel @Hom Premiere Abepura, Kota Jayapura. Pemerintah Provinsi Papua melalui Badan Pengembangan Sumber Daya Manusia (BPSDM) bekerjasama dengan Universitas Cenderawasih (Uncen), Selasa siang (6/7/2021) menggelar Seminar Pendahuluan Perencanaan Kebutuhan Beasiswa Affirmasi Bidang Kesehatan di Hotel @Hom Premiere Abepura, Kota Jayapura.
Seminar pendahuluan ini merupakan tahapan untuk menyusun kebutuhan beasiswa afirmasi bagi Tenaga Kesehatan (Nakes) di 5 wilayah adat yang meliputi Mamta, Sareri, Anim Ha, La Lago, dan Mee Pago.
Wilayah adat Mamta meliputi Kota Jayapura, Kabupaten Jayapura, Kabupaten Keerom, Kabupaten Sarmi dan Kabupaten Mamberamo Raya.
Wilayah adat Saireri meliputi Kabupaten Biak Numfor, Supiori, Kepulaun Yapen dan Waropen.
Wilayah adat La Pago meliputi, yaitu Kabupaten Jayawijaya, Pegunungan Bintang, Lanny Jaya, Tolikara, Nduga, Puncak Jaya, Yalimo, Yahukimo, Membramo Tengah dan Kabupaten Puncak.
Kemudian wilayah adat Mee Pago meliputi Kabupaten Dogiyai, Deiyai, Nabire, Intan Jaya, Paniai dan Mimika. Dan wilayah adat Anim Ha meliputi Kabupaten Merauke, Boven Digoel, Asmat, dan Mappi.
Kepada BPSDM Provinsi Papua, Aryoko AF Rumaropen,SP,M.Eng mengatakan, seminar pendahuluan yang digelar hari ini merupakan proses atau tahapan awal untuk dilakukan kajian dan penelitian tentang SDM Nakes kebutuhan beasiswanya.
“Kenapa kita melalui proses ini dengan sebuah kajian, tujuannya supaya kita bisa melihat ketimpangan antara data tenaga kesehatan hari ini dengan kebutuhan sesungguhnya tenaga kesehatan di wilayah Papua. Kerjasama penelitian ini didukung oleh Pemerintah Provinsi Papua melalui BPSDM Provinsi Papua dengan kelompok profesional Fakultas Kesehatan Masyarakat Uncen,”jelas Aryoko.
Kajian kebutuhan beasiswa afirmasi bagi Nakes, lanjut Aryoko, dilakukan di 5 wilayah adat di 29 kabupaten kota se- Papua, selama 6 bulan kedepan.
“Kajian dan penelitian dilakukan di kabupaten kota di 5 wilayah adat. Kita butuh data akurat dan proporsional antara tenaga kesehatan dan jumlah masyarakat yang di layani melalui sebuah kajian yang komprehensif. Sehingga hasilnya kita gunakan untuk mempersiapkan intervensi dari Pemerintah Provinsi Papua dalam hal pembiayaan bagi tenaga kesehatan yang di butuhkan di setiap wilayah adat,”ungkapnya.
Menurutnya, sesuai arahan Gubernur Papua, Lukas Enembe,SIP,MH, kajian dan penelitian yang dilakukan ini selain untuk mendukung pengembangan kompetensi Aparatur Sipil Negara (ASN) di Papua, juga untuk peningkatan Sumber Daya Manusia (SDM) Orang Asli Papua (OAP) khususnya dibidang kesehatan.
Kata Aryoko, penelitian akan melibatkan pemerintah kabupaten kota melalui instansi tekhnis dan stakeholder meliputi tokoh masyarakat, tokoh agama, tokoh perempuan dan tenaga-tenaga kesehatan yang selama ini mengabdi di daerah-daerah terpencil dan terisolir.
“Kami berterimakasih kepada bapak gubernur karena mendukung penuh pengembangan kompetensi ASN dan pendidikan afirmasi, tetapi juga kami di beri kesempatan untuk melakukan beberapa kajian untuk mendukung proses – proses kerja di bidang peningkatan SDM Papua, salah satunya kajian tentang kebutuhan beasiswa untuk tenaga kesehatan,”tandasnya.
Seminar Pendahuluan yang digelar Selasa siang tersebut diikuti Satuan Perangkat Kerja Daerah (SKPD), Dinas terkait di bidang Pendidikan dan Kesehatan, anggota Komisi V Dewan Perwakilan Rakyat Papua (DPRP), Perwakilan MRP bidang affirmasi, perwakilan Unicef, Akademi Keperawatan, Poltekes Jayapura, dan lainnya.

This introductory seminar is a stage to develop the needs of affirmation scholarships for Health Workers (Nakes) in 5 indigenous areas including Mamta, Sareri, Anim Ha, La Lago, and me Pago.
Mamta customary areas include Jayapura City, Jayapura Regency, Keerom Regency, Sarmi Regency and Mamberamo Raya Regency.
Saireri customary areas include Biak Numfor, Supiori, Yapen and Waropen.
La Pago customary area includes, namely Jayawijaya Regency, Pegunungan Bintang, Lanny Jaya, Tolikara, Nduga, Puncak Jaya, Yalimo, Yahukimo, Membramo Tengah and Puncak Regency.

To BPSDM Papua Province, Aryoko AF Rumaropen, SP, M.Eng said, the preliminary seminar held today is a process or early stages to conduct studies and research on scholarship needs of health workers.
"Why do we go through this process with a study, the goal is so that we can see the inequality between the data of health workers today and the real needs of health workers in the Papua region. This research cooperation is supported by the Papua Provincial Government through the Human Resources Development Agency of Papua province with a professional group of the Faculty of Public Health of Uncen,"Said Aryoko.
The study of affirmation scholarship needs for health workers, Aryoko continued, was conducted in 5 indigenous areas in 29 city districts throughout Papua, over the next 6 months.
"Studies and research were conducted in city districts in 5 indigenous areas. We need accurate and proportionate data between health workers and the number of people served through a comprehensive study. So the result we use to prepare intervention from the Papua Provincial Government in terms of financing for health workers in need in each customary region," he said.
According to him, according to the direction of the Governor of Papua, Lukas Enembe, SIP, MH, the study and research conducted in addition to supporting the development of the competence of the State Civil Apparatus (ASN) in Papua, as well as for the improvement of Human Resources of Indigenous Papuans (OAP) especially in the field of health.
Aryoko said the research will involve the city district government through technical agencies and stakeholders including community leaders, religious leaders, women leaders and health workers who have served in remote and isolated areas.
"We are grateful to the governor for fully supporting the development of ASN competencies and affirmation education, but also we were given the opportunity to conduct several studies to support the process - the work process in the field of improving Papuan human resources, one of which is the study of scholarship needs for health workers," he said.
The Preliminary Seminar held on Tuesday afternoon was attended by the Regional Work Equipment Unit (SKPD), related agencies in the field of Education and Health, members of Commission V of the Papuan People's Representative Council (DPRP), MRP Representatives in affirmation, Unicef representatives, Nursing Academy, Jayapura Poltekes, and others.
