Besaran TPP 2025 Bergantung Pada Kinerja dan PAD

JAYAPURA - Penjabat Gubernur Papua Ramses Limbong mengatakan besaran Tambahan Penghasilan Pegawai (TPP) untuk Pegawai, bergantung penuh pada kinerja dan Pendapatan Asli Daerah (PAD).

“Jika perangkat daerah setempat sebagai penghasil retribusi tidak mampu menaikkan pendapatannya, hal itu akan berdampak pada TPP,” ujar ia di Jayapura, Rabu.

Artinya, lanjut Ramses, TPP bagi ASN akan disesuaikan dengan keuangan daerah, termasuk kelas jabatan yang bersangkutan. 

“Sebab jangan sampai minta diatas TPP-nya, namun kemampuan keuangan daerah kita tidak bisa,” sambung dia.

Meski begitu, Ramses memastika Pemerintah Provinsi Papua pada Anggaran Pendapatan Belanja Daerah (APBD) tahun 2025 telah menganggarkan TPP bagi pegawai.

Perencanaan dalam APBD telah dilakukan untuk memperkirakan belanja pegawai, baik TPP maupun gaji selama setahun.

“Sementara untuk pencairan TPP ada pada hal teknis. Karena yang terpenting alokasinya sudah disiapkan selama setahun penuh (2025-red).”

“Sehingga bila kemarin terjadi hambatan, maka sekarang saya perintahkan dialokasikan dulu 1 tahun belanja rutin, belanja pegawai termasuk TPP,” tandasnya.

Diketahui, APBD Provinsi Papua tahun anggaran 2025 direncanakan mencapai Rp 2.701 triliun, dengan rincian anggaran pendapatan sebesar Rp 2.505 triliun sedangkan anggaran belanja sebesar Rp 2.701 triliun. ***

JAYAPURA - Acting Governor of Papua Ramses Limbong said that the amount of Additional Employee Income (TPP) for local employees depends entirely on performance and Regional Original Revenue (PAD).

"If the local apparatus as an earner levy is not able to increase its revenue, it will impact the Additional Employee Income," he said in Jayapura, Wednesday.

This means, continued Ramses, the additional employee income for civil servants will be adjusted to regional finances, including the class of position concerned.

"Do not demand more additional employee income if regional finances are limited" he continued.

Even so, Ramses ensured that the Papua Provincial Government in the 2025 Regional Expenditure Budget (APBD) had budgeted additional employee income for employees.

The Regional Budget has been carried out to estimate employee spending, both additional employee income and salaries for one year.

"Meanwhile, the disbursement of additional employee income is a technical matter. Because the most important thing is that the allocation has been prepared for a full year (2025-red)."

"So, if there were obstacles yesterday, then now I order that 1 year of routine spending, employee spending, including additional employee income be allocated," he said.

It is known that the Papua Provincial Budget for the 2025 fiscal year is planned to reach IDR 2,701 trillion, with a revenue budget of IDR 2,505 trillion while the expenditure budget is IDR 2,701 trillion. ***
