The Papua Provincial Government has determined the allocation of the 2027 Additional Infrastructure Fund, considering the characteristics and conditions of each regency and city. As a result, allocations vary across regions.
Muflih mengatakan pemerintah provinsi selanjutnya menyusun program berdasarkan prioritas pembangunan Papua.
The Papua Provincial Government has determined the allocation of the 2027 Additional Infrastructure Fund, considering the characteristics and conditions of each regency and city. As a result, allocations vary across regions.
The head of the Papua Regional Development Planning Agency, Muflih Musaad, said several indicators are considered when determining DTI allocations. These include land area, the number of Indigenous Papuans, total population, and the construction cost index.
“The larger the area, the larger the allocation,” Muflih said on Tuesday, October 6, 2026.
He added that the number of Indigenous Papuans, total population, and the construction cost index also significantly influence the allocation.
According to Muflih, the formula is used to align allocations with the conditions and needs of each region. Consequently, the amounts received by regencies and cities may differ.
Under the 2027 Additional Infrastructure Fund agreement, approximately IDR 387.48 billion has been allocated to the Papua Provincial Government, while regencies and cities will collectively receive approximately IDR 208.64 billion.
Muflih said the provincial government would then develop programs based on Papua’s development priorities. These include improving connectivity, expanding internet access, and implementing other programs aligned with the governor’s vision and mission.
Regions receiving relatively small allocations will continue to receive attention from the Papua Provincial Government. Muflih cited Waropen and Supiori as examples of regions that would receive support through the provincial government’s priority programs.
The government is also allocating subsidies for sea transportation to improve connectivity between Jayapura, Serui, and Biak. The program is scheduled to begin in 2026 and is intended to continue over the long term.
Overall, Papua’s 2027 Additional Infrastructure Fund allocation will total approximately IDR 596.1 billion. The Papua Provincial Government will direct the use of these funds in line with each region’s needs and development priorities. ***
