Pemprov Papua Dorong Pemisahan Satpol PP dari BPBD

JAYAPURA - Pemerintah Provinsi Papua mendorong pemisahan Satuan Polisi Pamong Praja (Satpol PP) dari Badan Penanggulangan Bencana Daerah (BPBD) dan Satpol PP di DPR Papua. 

Menurut Plh Sekretaris Daerah (Sekda) Papua Derek Hegemur, jika disetujui maka secara bertahap, satuan Pemadan Kebakaran (Damkar) akan menjadi perhatian pemerintah daerah dan diusulkan pemisahan.

“Mudah-mudahan dalam agenda persidangan di DPR Papua nanti bisa membuat organisasi ini jauh lebih baik. Yang terpenting bagaimana kita mengorganisasikan semua kebijakan dalam sebuah organisasi,” ujar Derek di Jayapura, pada Rapat Koordinasi Teknis Satpol PP dan Penanggulangan Bencana Daerah se-Papua di Jayapura, Rabu (24/5/2023). 

Mengamini usulan tersebut, Direktorat Manajemen Penanggulangan Bencana dan Kebakaran Kemendagri mendorong Pemerintah Provinsi Papua segera menjadikan Pemadam Kebakaran sebagai dinas sendiri. 

Hal ini sebagaimana Peraturan Kemendagri No.16 Tahun 2020 lalu tentang Pedoman Nomenklatur Dinas Pemadam Kebakaran dan Penyelamatan Provinsi dan Kabupaten/Kota.

“Mohon berkenan Sekda dapat memikirkan agar Damkar bisa berdiri sendiri walaupun Tipe C. Begitupun dengan BPBD juga bisa berdiri sendiri,” kata Direktur Manajemen Penanggulangan Bencana dan Kebakaran (MPBK) Kemendagri, Edy Suharmanto, disela-sela rapat tersebut.

Sementara Kepala Satpol PP dan Penanggulangan Bencana Daerah Papua, Welliam R Manderi, menyambut positif dorongan Kemendagri dan Pemda Papua. Sebab dengan begitu, pelayanan kepada masyarakat akan lebih efektif. 

“Tapi kembali lagi, ini kebijakan pemerintah berkaitan dengan anggaran. Kalau anggaran cukup dan bisa dipisah lebih bagus lagi. Apalagi, sejak 2020 kita tidak pernah terima bantuan dari pusat karena nomenklatur kita tidak jelas,” tandas Manderi.

Diketahui, Pemerintah Provinsi Papua menggelar Rapat Koordinasi Teknis Satuan Polisi Pamong Praja dan Penanggulangan Bencana Daerah se-Papua selama tiga hari, yakni 23-25 Mei 2023.

Kegiatan ini diharapkan menghasilkan kebijakan yang menjawab isu-isu strategis yang termuat dalam Rencana Induk Pembangunan Provinsi Papua 2021-2041.

JAYAPURA - The Papua Provincial Government encourages the separation of the Civil Service Police Unit (Satpol PP) from the Regional Disaster Management Agency (BPBD) and Satpol PP in the Papuan Parliament.

According to Papua Regional Secretary Derek Hegemur, if approved, gradually, the Fire Management Unit (Damkar) will be brought to the attention of the local government and separation is proposed.

"Hopefully, the agenda of the trial in the Papuan Parliament will make this organization much better. The most important thing is how we organize all policies in an organization," said Derek in Jayapura at the Technical Coordination Meeting of the Civil Service Police Unit and Regional Disaster Management throughout Papua in Jayapura, Wednesday (24/5/2023).

Agreeing with the proposal, the Directorate of Fire and Disaster Management of the Ministry of Home Affairs encouraged the Papua Provincial Government to immediately make the Fire Department its own service.

It is in accordance with Ministry of Home Affairs Regulation No. 16 of 2020 concerning Nomenclature Guidelines for Fire and Rescue Services in the Province and Regency / City.

"Be pleased with the Regional Secretary to think that the Fire Management Unit can stand alone even though it is Type C. Likewise, the Regional Disaster Management Agency can also stand alone," said the Director of Fire and Disaster Management (MPBK) of the Ministry of Home Affairs, Edy Suharmanto.

Meanwhile, the Head of the Civil Service Police Unit and Papua Regional Disaster Management, Welliam R Manderi, welcomed the encouragement of the Ministry of Home Affairs and Papua Regional Government. So, service to the community will be more effective.

"But again, this is government policy with regard to the budget. If the budget is sufficient and can be separated, even better. Moreover, since 2020 we have never received assistance from the central government because the Nomenclature was not clear," said Manderi.

It is known that the Papua Provincial Government held a Technical Coordination Meeting for the Civil Service Police Unit and Regional Disaster Management throughout Papua for three days, namely May 23-25, 2023.

This activity is expected to produce policies that answer strategic issues contained in the Papua Province Development Master Plan 2021-2041.

The meeting was opened by the Regional Secretary of Papua, Derek Hegemur accompanied by the Director of Fire and Disaster Management (MPBK) of the Ministry of Home Affairs, Edy Suharmanto and the Head of Civil Service Police Unit and Papua Regional Disaster Management, Welliam R Manderi. ***
