Regent Interim of Keerom, Dr. Muhammad Ridwan Rumasukun, SE, MM, officially published a circular on State Civil Apparatus neutrality control guidelines in the 2020 election.
The circular letter, number 270/2613/BUP has now been forwarded to all Regional Apparatus Organization Heads to socialize it to all ranks.
The letter, published Thursday (8/10/2020), expressly governs the provision of moderate to severe disciplinary sanctions for state civil apparatus (ASN) involved in elections either directly or otherwise.
"I ask all Regional Apparatus Organization Heads (required) to implement and socialize this circular letter in the best possible way. In order for the election in Keerom, the state civil apparatus was neutral and did not give to any of the candidates' spouses. Because if it is proven then there are severe disciplinary sanctions waiting for the non-neutral state civil apparatus," ridwan said in Jayapura on Thursday.
Ridwan explained various activities that state civil apparatus should not do during the election stage, including showing support or downloading the activities of certain candidates to social media.
The state civil apparatus is also prohibited from participating in activities organized by certain candidate pairs during the election stage.
In addition, the usage of certain candidate pairs' attributes is prohibited from using state civil apparatus, either used directly or on personal property.
"And of course the state civil apparatus should not campaign for a particular candidate spouse. This is a gross violation committed by state civil apparatus ".
"This includes prohibiting the use of service cars for the benefit of a particular candidate's spouse," he said.
Keerom election 2020 was attended by 3 candidates for regional head, Yusuf, Wally – Hadi Susilo, Peiter Gusbager – Wahfir Kosasih and Muh Markum - Malensisus Musui.
