JAYAPURA - The Papua Provincial Government proposes nine drafts of provincial regional regulation (Raperdasi) and special regional regulations (Raperdasus) in the 2023 Regional Regulation Formation Program (Propemperda).
These nine draft law products are part of the 37 products stipulated in the Propemperda Plenary Meeting led by Deputy Chairman III of the Papuan House of Representatives, Yulius Rumbairusi at the Papua Parliament Building, Jayapura City, Wednesday (8/3/2023).
Acting Assistant II of the Regional Secretary of Papua, Suzana Wanggai, mentioned that these nine drafts of Provincial Regional Regulation and Special Regional Regulation include regulation on Regional Taxes and Regional Levies, Sports, Management of the State Civil Apparatus and Districts.
In addition, the Provincial Regional Regulation on the Master Plan for Regional Tourism Development of Papua Province and the Special Regional Regulation on Mineral and Coal Mining Management.
"We are of the view that the Papua Provincial Government and the Papuan Parliament have the same understanding of the urgent and pressing needs of Provincial Regional Regulation and Special Regional Regulation and have given a time limit to discuss and fix it".
"Which is in accordance with the mandate of Law Number 21 of 2001 concerning Special Autonomy as amended by Law Number 2 of 2021 concerning the second amendment to the Special Autonomy Law of 2001," she said.
Previously, the Papuan People's Representative Council (DPRP) stipulated 37 drafts of Provincial Regional Regulations and Special Regional Regulations in the 2023 Regional Regulation Formation Program.
The Deputy Chairman III of the DPRP Yulianus said, of the 37 raperdasi /raperdasus, 19 rapardasi / rapardasus of which are the priority scale.
"We hope that in the Revised Budget, the discussion of the Provincial Regional Regulation/Special Regional Regulation on this priority scale will receive financial support. Because the fiscal capacity of the regions has decreased due to the expansion of 3 new autonomous regions," he concluded. ***
