JAYAPURA - The process of handing over Personnel, Funding, Facilities and Infrastructure and Documents (P3D) along with assets from the Papua Provincial Government to Central Papua Province has been completed.
Acting Head of the Papua Regional Inspectorate, Danny Korwa explained, the assets handed over to Central Papua include buildings, roads, land, and other facilities with a total value of more than IDR 942 billion.
"For Mountainous Papua and South Papua, the first phase of the Handover Minutes (BAST) has been completed. The continuation of the next stage is still waiting," he said.
He admitted that the process of handing over assets to South Papua and Highland Papua still encountered obstacles.
"The attitude of the New Autonomous Region (DOB) which still considers the physical condition of assets is an obstacle. For example, buildings that were established in the 1980s and no longer have a physical form, that’s a problem," he said.
"If they accept it, we will give it away. If they refuse, then it is our authority to delete the asset," he said again.
Although there is a deadline in the P3D process, Danny Korwa emphasized that the process is not easy because the recipient DOB is still considering the impact on their balance sheet.
"We understand that they cannot immediately accept assets just like that, because it will affect their financial balance. However, if there are assets that they do not receive, they should return them to us," he said.
According to the schedule, Danny continued, the asset handover process should be completed in November 2024. "We hope that this mechanism can run well so it will be completed soon," said Danny. ***
