JAYAPURA – As part of its duties in procurement, the Papua Regional Secretariat's Procurement Bureau held a Coaching Clinic and assistance session on reviewing the 2025 General Procurement Plan (RUP) input process. The event took place from Tuesday to Wednesday, March 18–19, 2025, at the Procurement Bureau’s office, involving all Regional Government Work Units within the Papua Provincial Government.
Debora Salosa stated that this assistance was conducted to improve procurement processes and optimize planning stages from start to finish.
“Not only guide procurement processes, we also ensure thorough planning implementation. This coaching is essential to maintaining General Procurement Plan consistency,” she said.
This year, the Papua Provincial Government aims to announce 1.7 percent of its procurement budget before efficiency adjustments and achieve 100 percent alignment with the Procurement Governance Index by ensuring timely RUPT publication.
Debora emphasized that Papua’s Procurement Governance Index rating is already good. The province has maintained consistent tenders, effective tender presentations, well-managed e-catalog purchases, and strong human resource capacity. However, improvements are still needed in certain areas.
“The Papua Provincial Government is classified as good among procurement bureaus in Indonesia. We only need to enhance a few aspects through this assistance,” Debora noted.
She added that maintaining consistency between the general procurement plan and spending processes is crucial. Since Papua is already in the "good" category, the goal is continuous improvement rather than regression.
During the Coaching Clinic, working groups will assist Regional Government Work Units in ensuring each unit performs effectively. Some difficulties encountered can be addressed through constant communication and coordination until procurement is fully implemented and reported correctly. Data support and justification must also be well-prepared.
Debora also encouraged electronic procurement through online stores (e-catalogs), as pricing is already competitive and technical specifications are clearly outlined.
“We hope Regional Government Work Units will maximize procurement through online stores or e-catalogs while balancing other procurement methods like tenders. Currently, our Procurement Governance Index still lacks optimization in online store transactions,” she concluded. ***
