JAYAPURA – The Papua Provincial Government has officially signed a Regional Grant Agreement worth IDR 165.95 billion to support the Revote implementation, scheduled for August 6, 2025.
The signing was conducted on Thursday (May 15) at the Papua Governor's Office, Jayapura, with the General Elections Commission, Election Supervisory Agency, the Indonesian National Armed Forces, and the Indonesian National Police. Deputy Minister of Home Affairs, Ribka Haluk, witnessed the signing.
Acting Governor of Papua, Ramses Limbong, stated that the initial budget proposal from the election organizers reached IDR 1.4 billion. However, after considering the regional financial capacity, the agreed grant amount was set at IDR 165.95 billion.
“The Papua Provincial Government remains fully supportive of the Revote implementation, but it must align with our fiscal capacity,” said Ramses.
The grant allocation includes IDR 93 billion for the General Elections Commission of Papua, IDR 38.95 billion for the Election Supervisory Agency, IDR 20 billion for the Papua Police, and IDR 14 billion for the Cenderawasih Regional Military Command (Kodam XVII/Cenderawasih).
Ramses also mentioned that KPU and Bawaslu still have remaining funds from the previous regional elections. The General Elections Commission has a leftover budget (SiLPA) of IDR 47 billion, and the Election Supervisory Agency has Rp7 billion. This means the actual funds to be disbursed are Rp45.08 billion for the General Elections Commission, and IDR 31.95 billion for the Election Supervisory Agency.
Deputy Minister Ribka Haluk appreciated the swift action taken by the Papua Provincial Government. She assured that the revote implementation would not face funding issues.
“If the Regional Grant Agreement has been signed, then the budget is settled. There are no funds from the central government; all comes purely from the regional budget,” said Ribka.
She added that the Ministry of Home Affairs will continue to assist the Papua Provincial Government to ensure the revote proceeds safely and smoothly. ***
