JAYAPURA – Representing the Governor of Papua, Assistant I for Government and People’s Welfare, Yohanes Walilo, officially opened the Application Training of the Electronic Procurement System attended by the Commitment-Making Officials, Activity Technical Implementation Officials, and civil servants responsible for goods and services procurement within the Papua Provincial Government on Thursday, 27 November 2025.
In his report as Committee Chair, Rinto Kurniawan stated that the training aims to improve the competency of government personnel in managing electronic-based procurement to ensure greater accountability, effectiveness, and timeliness. The program is designed to ensure that all procurement and reporting processes are carried out in accordance with the applicable electronic procurement regulations.
In line with this, Yohanes Walilo, in his remarks, emphasized the importance of responsibility and professionalism among Commitment-Making Officials, Activity Technical Implementation Officials, and procurement-related civil servants in each regional government unit in managing regional finances. He stressed that, especially toward the end of the fiscal year, they must work properly and complete their tasks on time.
Walilo added that this responsibility is substantial and that not all civil servants are capable of undertaking it. “Work professionally, because those attending this training are considered capable and competent,” he said.
He further noted that the training is essential to address technical errors that frequently occur in preparing activity reports. “Ask questions about anything unclear—do not let problems arise. There is nothing that cannot be solved,” he added.
Walilo also expressed hope that there would be no more delays in reports or finger-pointing among units. “I believe that at the end of the year, there will be no more issues or late reports for various reasons. If any problem arises, coordinate immediately. Use mobile phones if distance becomes a barrier,” he emphasized.
At the same event, the Head of the Bureau of Goods and Services Procurement, Debora D. Salosa, highlighted that the Presidential Regulation on Goods and Services Procurement has been revised and now requires all procurement stages to be conducted within the Electronic Procurement System.
“From planning to evaluation, all processes must be carried out in the system. Including payments—everything must be electronically recorded,” she explained. She also pointed out that persistent manual habits must be eliminated. “We must shift from manual practices to a more accountable and transparent electronic system. In the latest version of the electronic catalog, document uploading rules are stricter, including mandatory submission of draft contract documents,” she added.
Another recurring issue is inconsistency between planned schedules in the General Procurement Plan and actual implementation. “Sometimes activities have been set, but the execution shifts. This shows a lack of commitment to timeliness,” she noted. According to her, once all processes run within the system, leaders can directly monitor procurement progress. This is expected to accelerate regional development in line with the Governor of Papua’s vision.
“The goals of Healthy Papua, Smart Papua, and professional governance can be achieved only if we remain consistent. As an older province, we must move faster to develop high-quality human resources,” she said. Debora emphasized that strengthening the procurement system is not solely the task of the bureau but requires collaboration among all stakeholders. “All stakeholders—from Commitment-Making Officials, Activity Technical Implementation Officials, technical implementers to supervisors—must collaborate and contribute to improving our goods and services procurement governance,” she concluded.
The one-day training was also attended by heads of Regional Government Work Units, Technical Officers for Activity Implementation, and around one hundred civil servants involved in goods and services procurement within the Papua Provincial Government. ***
