Ministry of National Development Planning/National Development Planning Agency (Bappenas), Saturday afternoon (17/10/2020), held a meeting with the Papua Provincial Government.
The meeting, which took place at Morrissey Hotel Residences, Jakarta, discussed the implementation of the development of Human Resources (HR) of Indigenous Papuans (OAP) in line with Presidential Instruction (Inpres) No. 9 of 2020 on Accelerating Welfare Development in Papua Province and West Papua Province.
The expert staff of the Governor of Papua, Elsye P. Rumbekwan, S.Pi, M.Si was interrupted by a meeting confirming in line with Presidential Instruction No. 9 of 2020, the development of Papuan human resources should be of particular concern from the Central Government. So there is an acceleration of human resources improvement and Papuan can compete in various fields.
"One of the examples is the turmoil of Civil Servant Candidates acceptance that occurred in Papua. That's why we ask that the President bring about significant change," he said.
At the Presidential Instruction, President Joko Widodo instructed all ministries to accelerate welfare development in Papua and West Papua.
One of them is the Ministry of Finance which is instructed to improve the quality of Papua's Superior Human Resources (HR) through the affirmation of scholarships of education fund management institutions.
"We expect the implementation to be realized so that it has an impact on Papuan human resources," said Elsye Rumbekwan.
Ministry of National Development Planning /National Development Planning Agency (Bappenas) represented by the Head of the Center for Policy analysis and Performance, Dr. Velix Vernando Wanggai, SIP, MPA said there are 5 new frameworks for Papua in Presidential Instruction number 9 year 2020.
That is,
1. Acceleration of human resources development in accordance with Papua contextual,
2. Acceleration of economic transformation of Papua based on indigenous areas from upstream to downstream in an integrated manner,
3. Acceleration of basic infrastructure development evenly.
"The fourth improvement in the quality of the environment and the improvement of disaster resilience in accordance with local wisdom and spatial arrangement of Papua and the fifth Acceleration of bureaucratic reform, good governance and stable security by prioritizing the value of security and human rights," said Velix during exposure.
According to Velix, the need for Quick Wins in the action plan of Papua Contextual Human Resource Development Acceleration. Among others, the construction of student dormitories, the redistribution of elementary school teachers, junior high schools, vocational schools, vocational education development, development and development of Work Training Center (BLK).
Then, the Development of Christian Institutes in Jayapura and Sorong, the optimization of human resources excelled native Papuans in career development in ministries of state-owned enterprises and enterprises (SOEs), socioeconomic development of remote indigenous communities and others.
Meanwhile, the academic team of the Human Resources Development Agency (BPSDM) of the Papuan Government asked the central government to implement Presidential Instruction number 9 in 2020.
In the meeting, the expert staff of the Governor of Papua was accompanied by a team of academics, namely Dr. Basir Rohrohmana, SH.MH,Dr. Alfred Antoh, M.Si, Dr. Mesak Iek, M.Si, Dr. Vince Tebay, M. Si and Dr. Oscar Oswald O.Wambrauw,SE. MSc.Agr.
Also present were Dr. Karsudi, SP, MSi from Bapeda Papua as well as head of Cooperation, Development and Evaluation ofHuman Resources Development Agency (BPSDM) Papua, Boyke Semuel Jufuway, SH, MPP.
