President Joko Widodo officially handed over the Budget Implementation Checklist (DIPA) and details of the allocation of Transfers to Regions and Village Funds (TKDD) in fiscal year 2021, amounting to Rp44.2 trillion to Papua province.
The Budget Implementation Checklist was handed over virtually via video conference, Wednesday (11/25/2020), received by Deputy Governor of Papua Klemen Tinal.
After the handover, President Jokowi according to the Deputy Governor delivered 4 important messages to be carried out by governors, regents and mayors as well as the ranks, as budget users.
First, budget users must immediately tender or auction projects and activities, in each of their agencies, no later than December 2020.
"So that if the auction has been conducted in December, the ministry / institution or local government can immediately start work from the beginning of January 2021," he said.
Second, Jokowi requested that the distribution of social assistance be carried out in early January 2021.
Third, the regional heads were asked to make budget reforms to be able to move the economy of the community.
"But the budget reform must be emphasized on increasing community participation in the midst of the Covid-19 pandemic, such as labor-intensive programs".
"The goal is clear so that people can get involved and have better income and economy," he explained.
The President's last message concerns the transparency and accountability of the use of the budget in both the implementation of the State Budget and Regional Budget.
That is, the ranks of the Papua Provincial Government and the Regency / City Government, must be responsible for accountability and budgetary transparency.
"It means that the public must know every budget used because it is not personal money, but state money so it is necessary to be known by the people".
"Thus, there is also social control from the community towards the effectiveness and efficiency of the use of government budgets in the region," he concluded.
Meanwhile, 44.2 trillion IDR of Budget Implementation Checklist Papua 2021, amounting to 38.8 trillion IDR of which is in the form of transfer funds to the regions.
Then, 5.4 trillion IDR in the form of Village Fund, 6.3 trillion IDR of Ministry/Institution spending, 164.2 billion IDR of De-concentration Fund and 98.3 billion IDR of assistance task funds.
