The Ministry of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia reminded the Local Government in Papua not to propose the appointment of the honorary employee, based on the wishes of certain parties.
On the other hand, the appointment is obliged to consider the needs of Job Analysis and Workload Analysis, so that the contributions made to the government and the community, are really as expected. "We hope not to recruit honorary employees based on desire, regional budget pay people who do not contribute to the organization".
"Examples of honorary employees should be appointed are those in charge of basic services (teachers, health workers, extension workers). In essence, if accepted there are implications to the opening of jobs and then add PAD. It can also be accommodated by other technical personnel such as mining, because Papua has many mines," explained Assistant Deputy for Standardization of Department and Human Resources Competency of the Ministry of State Apparatus Empowerment and Bureaucratic Reform, Arizal, in Jayapura, Tuesday (30/3/2021).
Still according to him, relating to the appointment of the honorary employee is actually not allowed in the Law. However, because Papua has a specificity, the Ministry of State Apparatus Empowerment and Bureaucratic Reform and State Civil Service Agency agreed to accommodate by providing a platform of 20 thousand, with the record still to be considered (at any time may change downwards).
Therefore, he also took the initiative to come to Papua in order to help solve the honorary employee problem by encouraging re-verification of all existing data.
"Because recently there has been a significant addition of honorary employee data proposals".
"So we hope the honorary employees are proposed, seeing the decision letter of their respective appointments. For example, there is a decree from the Governor, Regent, Mayor or head of the department. That way, it means it is valid because there is a burden of Regional Budget to pay,"
"It is different if the appointees are The Office of Commitment Maker (PPK) obviously it is weak, because they do not have the authority," he said.
Arizal hopes that, with guidance from the Ministry of State Apparatus Empowerment and Bureaucratic Reform, the Papua Provincial Government already has an overview of the appointment of honorary employees.
The head of the State Civil Service Agency of Papua, Nicolaus Wenda ensured that all data of Papuan honorary employees was immediately revised in accordance with the letter from the Ministry of State Apparatus Empowerment and Bureaucratic Reform.
It is also ready to push for the revision process to be completed as soon as possible to be re-proposed to the Ministry of State Apparatus Empowerment and Bureaucratic Reform.
