JAYAPURA – The Papua Provincial Government, through the Regional Revenue Management Agency (Bapenda), has started regulating levies at the Hamadi Fish Landing Base (PPI) in Jayapura City.
This initiative aims to ensure that Local Own-Source Revenue (PAD) is managed more efficiently and transparently after years of underutilization.
Acting Revenue Receiver of Bapenda Papua Adolof Wopari revealed that parking fees have not been officially collected at PPI Hamadi since 2007.
"This activity was directly ordered by the Papua Regional Secretary. Until now, levies could not be implemented due to negotiations with customary landowners," said Adolof.
Furthermore, he noted discrepancies between official levy rates and the actual fees charged in the field, which has been a concern for visitors to PPI Hamadi.
"The official parking fee for motorcycles should be IDR 1,000, but in practice, certain parties charge visitors IDR 2,000," he added.
Adolof stated that levy collection began on March 1, 2025. Apart from parking fees, other levies have also been implemented at PPI Hamadi.
"The mooring fee is IDR 1,500 per hour for boats ranging from 15 to 30 GT. The fish stacking fee is IDR 4,500 per table. The fish auction levy is IDR 4,500 per fish group," he explained.
With a new, more structured system, the government hopes revenue from this sector will increase and be managed transparently.
"If properly calculated, parking levies alone could generate up to IDR 3 million per day. With a more organized system, this could become a significant source of revenue for Papua," Adolof concluded. ***
