JAYAPURA – The Papua Provincial Government has begun implementing talent management as the basis for career development for the state civil apparatus. This policy aims to ensure that State Civil Apparatus promotions and development are carried out based on competence, performance, and potential.
This was conveyed by Papua Deputy Governor Aryoko A.F. Rumaropen while delivering the Papua Governor's directive on the implementation of ASN Talent Management within the Papua Provincial Government on Friday, June 5, 2026.
According to Aryoko, talent management is part of the bureaucratic transformation currently being carried out by the Papua Provincial Government to support the realization of Papua Cerah.
"Talent management is designed to identify, map, develop, and place State Civil Apparatus according to their competence, performance, and potential," he said.
Through this system, state civil apparatus are given equal opportunities to develop and build their careers objectively through a merit-based mechanism.
The government hopes this policy will improve organizational quality while preparing professional bureaucratic leadership cadres.
In addition, the implementation of talent management is also aimed at building a work culture that is adaptive, competitive, and results-oriented.
The Papua Provincial Government believes the success of this system requires the support of all regional apparatus leaders so that meritocracy principles can be consistently applied in their respective workplaces. ***
