JAYAPURA – The Papua Provincial Government has ensured that the 2026 Additional Employee Income budget for the State Civil Apparatus remains available and has been allocated in the Regional Budget. Payments are being made gradually, in line with the region's cash flow conditions.

Papua Deputy Governor Aryoko Rumaropen said the delay in payments was not due to a lack of budget but was influenced by the local government's cash management.

"Additional Employee Income has been budgeted for 12 months. So it is not because the budget is unavailable," Aryoko said during the Papua Provincial Government Joint Assembly on Monday (July 6, 2026).

According to him, the region's cash flow is still affected by the less-than-optimal disbursement of several funds from the central government to the Regional General Cash Account. This condition has required the government to adjust the payment schedule for several regional expenditures.

Aryoko explained that the Papua Provincial Government is currently processing the payment of February's Additional Employee Income. Payments for the following months will continue gradually once the region's cash condition improves.

He added that the Governor of Papua has instructed the Regional Government Budget Team to accelerate the payment process so that the rights of the State Civil Apparatus can be settled as soon as possible. ***
