JAYAPURA — Papua Governor Matius D. Fakhiri has set a target for all provincial government agencies to achieve 90 percent performance by November 2026. The target was announced after Fakhiri officially inaugurated 16 senior and mid-level government officials at the Papua State Building on Tuesday (September 1, 2026).

Fakhiri urged the newly appointed officials to immediately carry out their respective duties and responsibilities. He also called on them to develop innovations that could help the government achieve its development targets for Papua.

“We expect now that they have been officially appointed, they will carry out their responsibilities even better,” Fakhiri said.

According to Fakhiri, the officials still have time to complete programs and activities during the remaining months of the 2026 fiscal year. He called on every provincial agency to be accountable for implementing programs under its authority.

“I have asked that by November, I hope all provincial agencies will be able to account for the programs under their respective responsibilities. I hope implementation will have reached 90 percent,” he said.

During the ceremony, Fakhiri formally appointed 14 senior high-ranking officials and two administrative officials to various government agencies and strategic positions within the Papua Provincial Government.

Those appointed included Yimin Weya as the Governor’s Expert Staff for Community Affairs, Human Resources, and Indigenous and Cultural Development; Osea Murib as the Governor’s Expert Staff for Special Autonomy Development; and El Christian Sohilait as Assistant for Economic and Development Affairs.

Other appointments included Linda Stelda Onibala as Head of the Organization Bureau, Jimi S. Wanimbo as Head of the Regional Civil Service Agency, Triwarno Purnomo as Head of the Border Management Agency, and Elpius Hugi as Head of the National Unity and Political Affairs Agency.

Other positions were filled by Robert Lucas Nadapawi as Head of the Regional Disaster Management Agency, Origenes Kambuaya as Head of the Civil Service Police Unit, Jeri Agus Yudianto as Head of the Communication and Informatics Agency, and Marten Mediana as Head of the Education Agency.

Yosefince Brandame Wandosa was appointed Head of the Culture and Tourism Agency, Rita Tokoro as Secretary of the Community and Indigenous Village Empowerment Agency, Ehud Ganfal Bless as Secretary of the Regional Financial and Asset Management Agency, Herdinus Asso as Head of the Indigenous Affairs, Protection and Social Security Division, and Hamsa L. as Head of the Leadership Administration Section.

Fakhiri said the restructuring of Papua’s provincial government has now reached approximately 75 percent. Several remaining appointments are still being processed in accordance with procedures established by the provincial government and the National Civil Service Agency.

“Therefore, we have now officially appointed all of them. There are still several positions that I hope we can finalize this September,” he said.

Following the completion of the restructuring of senior and mid-level positions, Fakhiri said the government would continue with the arrangement of other administrative positions. The government also plans to implement a talent management system in the following year.

“This is so that in the future there will no longer be problems with changing leaders or appointing officials arbitrarily. I hope that during my leadership, we can put this system in order,” he said.

Fakhiri urged all newly appointed officials to prioritize public service. He called on them to fulfill their mandates responsibly and develop innovations in support of the Papua CERAH vision.

“Truly serve the people—not serve the leadership, but serve the people,” he stressed. ***
