JAYAPURA – The Papua Provincial Government is encouraging regional government agencies to implement risk management throughout all government administration processes. The initiative aims to ensure risks are identified and managed from the planning stage through to reporting.

Acting Papua Regional Secretary Christian Sohilait said implementing the Government Internal Control System is a shared responsibility. Heads of regional government agencies serve as process and risk owners within their respective work environments.

Christian made the statement while representing the Governor of Papua at an activity to strengthen the implementation of the Government Internal Control System and provide assistance on risk management in Jayapura on Monday (September 7, 2026).

Christian instructed every regional government agency to prepare a Risk Register in accordance with applicable regulations. The document is an integral part of risk management implementation in carrying out government responsibilities.

“I ask all agencies to ensure that the Government Internal Control System is properly implemented within their respective work environments,” Christian said.

He emphasized that internal controls and risk management must cover all stages of government administration. These stages include planning, budgeting, program implementation, procurement, asset management, public services, and reporting.

Christian also called on regional government agencies to promptly communicate any challenges encountered in preparing and implementing their Risk Registers. Coordination can be carried out with the Papua Provincial Inspectorate to obtain assistance based on specific needs.

“Particularly in preparing and implementing the Risk Register, any issues should be immediately communicated to the Papua Provincial Inspector,” he said.

According to Christian, Papua’s geographical conditions and the vast area covered by government services present significant challenges to public administration. Therefore, governance requires an internal control system that can adapt to conditions on the ground.

He expressed hope that the activity would improve regional government agencies’ understanding and skills in managing risks. A shared commitment is also needed to ensure that government administration becomes increasingly professional, transparent, accountable, adaptive, and results-oriented. ***
